Heat Pump Water Heaters in the Valley

Heat pump water heaters earn LADWP rebates of $1,500 to $2,500 as listed in October 2026, but the federal tax credit ended with 2025 installs, and each one needs 240-volt power and room to breathe.

  1. LADWP's Consumer Rebate Program lists $1,500 to $2,500 per unit for heat pump water heaters bought and installed on or after November 1, 2025 (as listed October 2026; check before buying).
  2. The rebate requires a UEF of at least 3.3, a tank of at least 30 gallons, a final approved building permit and an application postmarked within 12 months of purchase.
  3. The federal 25C credit (30%, up to $2,000) covered heat pump water heaters installed through December 31, 2025; per the IRS, 2026 installs do not qualify.
  4. ENERGY STAR heat pump models typically rate UEF 3.3-4.1, against 0.63-0.95 for most conventional heaters.
  5. ENERGY STAR says the install spot needs a 240-volt supply and at least 450 cubic feet of air around the unit; most models run at 45-60 decibels.
  6. In California, a C-20 (HVAC) or C-36 (plumbing) contractor installs them, per the CSLB.

How does a heat pump water heater work?

A heat pump water heater pulls warmth out of the air around it and moves it into the water in its tank, the way a refrigerator works in reverse. ENERGY STAR's UEF explainer says that because heat pumps "move heat instead of creating it," they deliver 3 to 4 kWh of heat for every 1 kWh of electricity used.

That shows up in the efficiency rating. ENERGY STAR puts most conventional heaters at a Uniform Energy Factor (UEF) of 0.63 to 0.95 and certified heat pump models at 3.3 to 4.1. DOE's Energy Saver Guide (2022) says they can be "two to three times more energy efficient than conventional electric water heaters." ENERGY STAR adds that a unit can drop into a backup electric-resistance mode when conditions are cold, and that makers recommend leaving it in hybrid mode by default.

What rebates do heat pump water heaters get from LADWP?

LADWP lists rebates of $1,500 to $2,500 per unit, set by tank size and UEF, for equipment purchased and installed on or after November 1, 2025. The amounts below are as listed on LADWP's rebate page in October 2026; funding is first-come, first-served, and LADWP warns that a rebate depends on money still being available, so check the page before buying.

LADWP heat pump water heater rebates by size and efficiency, as listed October 2026
Tank sizeUEF 3.3UEF 3.5UEF 3.75
30 to 55 gallons$1,500$1,750$2,000
56 to 75 gallons$1,750$2,100$2,250
76 gallons and above$1,950$2,250$2,500

The fine print matters. You must be an LADWP residential customer with active electric service, apply after both buying and installing, and send a paid itemized invoice, the maker's spec sheet and a final approved Building and Safety permit, postmarked within 12 months of purchase. New construction, additions and ADUs are not eligible, and the limit is one per residence. Burbank and Glendale homes get electricity from their own city utilities, not LADWP, so ask Burbank Water and Power or Glendale Water & Power about their programs.

State money is mostly gone for now. TECH Clean California says its single-family heat pump water heater incentives have been fully reserved since November 14, 2025, and HEEHRA single-family rebates in Southern California were fully reserved as of January 7, 2026, with a waitlist.

Is the federal tax credit still available?

No, not for new installs. The Energy Efficient Home Improvement Credit (25C) paid 30% of cost, up to $2,000 a year, for a qualifying heat pump water heater. The IRS says the credit covers improvements "through December 31, 2025," and ENERGY STAR says it applied to products "purchased and installed between January 1, 2023, and December 31, 2025."

A unit installed in 2025 can still be claimed on that year's return, using the maker's product identification number (QMID/PIN) the IRS asks for on 2025 claims. A unit installed in 2026 gets no federal credit.

Where can a heat pump water heater go?

It needs air around it, a drain and a spot that suits the sound. ENERGY STAR's installation article says a unit needs "at least 450 cubic feet of surrounding air space," about an 8-by-8-foot closet, or a louvered door in a smaller one; its product page uses a more generous 1,000 cubic feet. The maker's manual sets the exact figure for your model.

Garages are the usual Valley spot. ENERGY STAR notes certified units go everywhere "from basements in Maine to garages in Southern California," and that most can sit where the old heater stood. The unit gives off cool air and condensate, which can go to a floor drain, and it runs at about 45-60 decibels, between a refrigerator and a window air conditioner.

California's 2025 Energy Code adds conditions when a heat pump replaces an existing heater. Under one compliance path, the California Energy Code support center says the tank sits on a rigid insulated surface of at least R-10 and has a CTA-2045-B or equivalent communication port; another path accepts a model meeting NEEA's Advanced Water Heater Specification Tier 3 or higher. A heat pump tank is still a tank, so it gets earthquake straps like any other.

What electrical work does one need?

Plan on a 240-volt circuit at the install spot. ENERGY STAR says that besides confirming "your home's electric panel can support the additional load," a "240-volt electrical supply needs to be available at the local site of the installation," and a new circuit may need to be run from the breaker box.

Switching from gas brings more steps: the installer caps the gas line, seals the old vent opening, and often sizes up, from 40 to 50 gallons or 50 to 65, so recovery keeps pace. The CSLB says a C-10 electrical contractor handles a panel upgrade if one is needed, while the heater itself goes to a C-20 or C-36 contractor; check licenses at cslb.ca.gov.

Does a heat pump water heater suit Valley heat?

Warm air is what a heat pump wants. ENERGY STAR says these units work best where the surrounding air stays at or above 40°F, and its experts say modern models operate efficiently from 35°F to 120°F, switching to backup electric heat below 35°F. Rheem says certain models "do even better when in warm climates, because the air that is pulled in to transfer heat to water is warmer."

The product page suggests spaces that stay between 40°F and 90°F, so a garage that runs hotter than that on a July afternoon is outside its ideal band but still inside the 35-120°F operating range. A side effect in summer: the unit cools and dehumidifies the room it sits in. On hard Valley water, the tank still needs yearly flushing, and Rheem adds that the air filter needs regular cleaning. The water heaters folder covers the rest, including how long tanks last on local water.

Still asking

Can a renter get the LADWP heat pump water heater rebate?

LADWP requires an active residential electric account and a final approved permit. A tenant with the account would still need the owner's agreement to replace the heater and pull the permit.

Does a heat pump water heater need a floor drain?

It makes condensate from the air it cools. ENERGY STAR says that in garages the water can usually run to a floor drain; elsewhere the installer has to plan a route for it.

Will a heat pump water heater work during a power outage?

No. It needs electricity to heat water. The tank still holds its stored water, which the emergency water page explains how to draw safely.

Will a heat pump water heater make the garage colder?

A little. ENERGY STAR cites a study of 81 homes with basement units where room temperature dropped by 2.3°F on average and recovered within 4 hours. In hot, humid weather the same effect cools and dries the room.

Can a heat pump water heater go in a closet inside the house?

Yes, if the closet gives the airflow the maker requires. ENERGY STAR mentions louvered doors for smaller spaces and suggests thinking about the 45-60 dB hum before choosing a spot near bedrooms.

Do I need a permit for a heat pump water heater in Los Angeles?

Yes. LAMC 94.103.1.1 requires a plumbing permit for replacements, and LADWP's rebate asks for the final approved Building and Safety permit.

How long do heat pump water heaters last?

Rheem says they usually last 10-15 years; ENERGY STAR cites 13-15 years. Yearly flushing and filter cleaning help.
