Water Heaters in the San Fernando Valley

Water heaters in the San Fernando Valley face three local facts: California requires them strapped, hard water builds scale (Burbank's averaged 286 mg/L in 2025), and LADWP pays up to $2,500 for heat pump models.

  1. California Health and Safety Code § 19211 covers every home water heater up to 120 gallons, old or new.
  2. The 2025 California Plumbing Code puts the straps in the upper and lower thirds of the tank, the lower one at least 4 inches above the controls.
  3. A. O. Smith and Rheem both give a typical tank heater 8-12 years; tankless units 15-20 or more.
  4. Hardness in 2025 ran from about 103-140 mg/L on LADWP's Valley sources to 286 mg/L in Burbank, per each supplier's 2026 report.
  5. Rinnai asks for a yearly tankless flush once hardness passes 60 mg/L, and treatment above 200 mg/L.
  6. LADWP lists heat pump water heater rebates of $1,500-$2,500 (as listed October 2026); by contrast the federal 25C credit ended for installs after December 31, 2025.

This folder covers the heater in your garage, closet or side yard: the law on bracing it, what Valley water does to it, the upkeep its makers ask for, and what replacing it with a heat pump model involves. Shutoff Valley explains; it does not install or repair anything, and where work is needed, the pages say who is licensed to do it.

What does California law ask of a home water heater?

State law says a home's water heater must be secured against earthquakes, whatever its age. Health and Safety Code § 19211 covers new, replacement and existing heaters of up to 120 gallons, and a seller must certify compliance in writing. The 2025 California Plumbing Code (section 507.2), in force since January 1, 2026, sets the two strap zones and the 4-inch gap above the controls.

Replacing a heater also brings a permit: Los Angeles requires one under LAMC 94.103.1.1, with a Certificate of Compliance route for certified contractors doing like-for-like swaps, and Burbank issues water heater permits over the counter or online. A licensed plumber (C-36) can handle the work, and the seismic gas valve page covers the gas side of quake readiness.

How long do water heaters last on Valley water?

Expect roughly 8 to 12 years from a tank model, the span given by both A. O. Smith and Rheem. Rheem names hard water, heavy demand and skipped maintenance as what pushes a tank toward the short end.

Valley hardness depends on your supplier. LADWP's 2026 report shows 2025 averages of 103 to 140 mg/L (6 to 8 gpg) across its Valley sources, which USGS would class between moderately hard and hard. Burbank, San Fernando and Glendale's groundwater all test well above that, from 190 to 350 mg/L. Reports list it in ppm, equal to mg/L. The hardness page has the full breakdown.

How do you flush or descale a heater?

A tank heater gets drained and flushed; a tankless one gets descaled with a pump and vinegar. A. O. Smith says most tanks need flushing "at least once per year" and more often on hard water, and its checklist suggests service twice a year where water is hard. The steps are simple: heat off, cold supply closed, hose on the drain valve, drain until no sediment shows, refill before the heat comes back on.

Tankless units follow their manual. Rinnai's SENSEI RX manual circulates 4 gallons of undiluted white vinegar through the heat exchanger for about an hour, and treats an "LC" code as a sign the unit is scaling up and must be flushed. Its schedule starts at 61 mg/L hardness, so every Valley supplier's water calls for a yearly flush there.

Is a heat pump water heater worth it here?

It can be, for an LADWP electric customer with room and power for one. LADWP's rebate page lists $1,500 to $2,500 per unit for heat pump water heaters bought and installed on or after November 1, 2025, by tank size and efficiency, with a final approved permit required; check the page before buying, since funding is limited.

The federal credit no longer helps: per the IRS, the 25C credit covered improvements only through December 31, 2025. ENERGY STAR says a unit needs a 240-volt supply at the install spot and enough surrounding air, and that certified models are installed even in "garages in Southern California." A C-20 or C-36 contractor installs them, per the CSLB.

Where this page comes from

This folder page summarizes its five pages, which rest on California Health and Safety Code § 19211, the 2025 California Plumbing Code, Los Angeles Municipal Code 94.103, A. O. Smith's and Rheem's maintenance and lifespan pages, Rinnai's SENSEI RX manual, the four Valley suppliers' 2026 water reports (2025 data), LADWP's Consumer Rebate Program, the IRS 25C page, ENERGY STAR and the CSLB, all read in October 2026. Not included: prices for heaters or service, brand rankings, and lists of plumbers.

Still asking

Which water heater pages matter most before an earthquake?

Start with strapping, since state law requires it and it keeps the tank's stored water usable. Then read the seismic gas valve and emergency water pages in the quake folder.

Does Valley hard water void a water heater warranty?

Not by itself, but scale damage can be excluded. Rinnai, for one, says lime and scale damage is not covered by its tankless warranty, which is why its manual calls for treatment above 200 mg/L.

Is tankless better than a tank on Burbank water?

Each has upkeep. Rinnai lists 200 mg/L as the most hardness its unit should see, and Burbank's 2025 average was 286 mg/L, so a tankless unit there needs water treatment as well as yearly descaling.

What temperature should a water heater be set to?

DOE recommends 120°F, a setting it calls safe for most people, which is also A. O. Smith's factory setpoint. Higher settings also speed scale, Rinnai notes.

Who can replace a water heater in Los Angeles?

A licensed contractor in the right class, usually a C-36 plumber, with a permit or, for certified contractors on like-for-like swaps, a Certificate of Compliance. LAMC 94.219 also lets an occupying owner of a single-family home do plumbing under conditions.

Do Burbank and Glendale residents get the LADWP heat pump rebate?

No. The LADWP rebate requires active LADWP electric service; Burbank and Glendale have their own electric utilities with separate programs.
